Chat/Text box position

Is there a way to reposition the chat box so it doesn't obscure outside view on the left?

I'd like to move mine down to the left rudder pedal.

You can only turn it off. That is what I do most of the time. 
I think there is no way to move it

It is what I recommend. I have in a few occations left it on and suddenly fired away some frustrated messages to people doing their job shooting me down right after I took off.

I would love to have better control over the UI data and display, but I suspect the UI tech to be buried very, very deep in this current engine and I don't expect any big improvements to customization unless they move to a new engine or commit to an equally large rewrite of their UI code.  Development is weird sometimes, usually things that sound or seem easy are the most difficult to change.

You are probably right, I remember discussion about the multiplayer chat and people trying to change the button that sends to your team vs. to the whole server. You can change this in the key binding but it does not actually change anything in the game. Enter sends to the whole server, CTRL-Enter to your team. 

Apparently this part of the interface is hard-coded separate from the keybinding, and changing it involves a dive into the deeper recesses of the code, unlike the normal keybinds which can be changes a little more easily.
