This is probably because it's more of a third-party "add-on" rather than a mod, it doesn't directly edit or replace any game files. I would think any mod that changes anything within the game's files will require mods-on mode, so 99% of them. Edited January 10, 2020 by Goffik

Yeah, this works on either mods On or Off but thats because the files that are changed aren't even encrypted. I dont think much can be modded for "mods Off" mode.
