Yes any pack that is delivered will give him full access to all maps and gunners stations in multiplayer. And planes that pack has

Well, you have to buy one of the BoX titles, but then have access to any multi-player environment. You can still only fly the planes from that BoX title, though, in those MP environments. You missed a great sale two weeks ago that would have allowed you to buy BoM or BoS for $13. If you wait a few weeks, titles will go on sale again, although it may not be as deeply discounted.

Unless you are on a really big hurry.

I would go with BoS. Not only becuase it's the first tilte. But it has a good set of planes. And they can be used for quite a big span of Time, either on SP campaign or MP

As being the first tilte, and mandatory if buying from steam, most MP maps have at least some BoS planes to fly. (I know you said he wanted to only be a gunner, but he might also try flying if he has the game...)

BoS, BoM and BoK all have four a/c each that have gunner positions. Interestingly, BoBp has none.

True. For MP, as the OP said makes no diference. 

But for "training" on SP this also might be something to take into account
