This will happen, when you start the game for the first time after the website version was activated. If you don't link them, you will only be able to start your Steam version through Steam and the website versions through the launcher.

(That's how steam wants it. For them, BoS is the game, and everything else is DLC. I bought BoS on steam, everything else on web, linked both (having same email, same user acount etc.) And it works perfectly. 1

Maybe I misunderstood the Steam versions he mentioned. But you are right, it might be Snakeye was referring to 1946 and Cliffs of Dover, which both have nothing to do with the Great Battles Series. So yes, Battle of Stalingrad is a must have, when playing through Steam.
