Steam treats BoS as a "base game" and the rest as DLC, so you must buy BoS in order to buy any of the others. This is because of how valve treats the game and does not reflect reality. As noted you can buy any one product and be able to play. You can even play on multiplayer maps you don't own, and be a gunner in planes you don't own as well.

Would be hard to learn how to take off and land. As I understand it, you still need at least one of the base games to play. However, I believe it could be any of the Great Battles games, possibly even Battle of Normandy* or Tank Commander to have a map. *When games are in open beta, they get access to a test map while the main map is being worked on. Yes, but there is another smaller specific map that you get access to for game a where the theater map is not ready yet. I forget what it is called, but it is the same mall all the games got access to when they were in early access state. I just don't know if BoN alone gets you access to that yet. I'd think it would show up once at least one of the fighters is in early access mode, but just don't know.
