That is a convoy hiding in a fjord west of Norway. 
They only moved by night. To illustrate the problems Germans had to get supplies to northern part of Norway and its northern front against Russia. German troops had to walk over 1000 km to get there. This is why roads and railroad was under constructions in the northern oarts to the end of war. Thousands of Russian and Serbian pow succumed to the hard labor
