They can, but the documents seem to be no more than 2K. Simply upscaling to 4K without additional work would not help much. However, it would be relatively easy for someone to paint new 4K textures with guidance from the 2K document. Using a *.psd that has wireframes and various effects in separate layers is much better than starting from scratch with only a flat dds texture for reference.
