Constantly Low fps (10-20) on high end pc

PC Specs:
Intel i9 9900KF / 32GB RGB / 1TB SSD / Nvidia Geforce RTX 2080Ti 11GB / Win 10

 

using a AOC AGON 35" screen

 

Even on the lowest graphics settings I can't get much more than 20fps, at highest graphics it sits around 10fps, both in the menu and in game 

nvidia control panel shows set to performance, on program settings (only shows the logo and says launcher) the nvidia card is set for GPU, however it still seems to be running on the intel gpu which is at about 75% when the game is running (nvidia gpu stays at 0%)

 

Any idea how to get it to run correctly?

 

Fullscreen mode is unchecked in game settings

Are you using right display plug on back on your pc? Do not plug it in motherboard hdmi, but directly to GPU hdmi. 

Only laptops have same plug for 2 gpu-s, I think..
