Many templates have a bare metal layer. If you want it in one that doesn't have such a layer, simply copy / paste that layer and expand to fill the whole layer. 

In order to give it a "chrome" lustre, the Alpha layer needs to be manipulated. See this (Photoshop is quite similar):

Boils down to fiddle with alpha settings, spent  a lot of time, but haven't got it yet still:
