Missions are generated server side, apparently. I'm not really sure. I would prefer it to be available without a connection but it is what it is.

If you want an offline campaign, there is a third-party campaign generator called Pat Wilson's Campaign Generator that you can download. I haven't tried it myself but I have heard nothing but good things about it.
