does wind change over 5000 meters?

hi everyone, quick question, does the wind keep changing over 5000 or it remain the same? 
i'm asking because i want to know if 5000 meters is the max altitude you can level bombing with a certain accuracy

As far as I have heard, the speed and direction given in bomb aim tab at 5000m extends up all the way. I have been able since the 30km range came in to bomb accurately area targets from 20-21kft with 90deg crosswinds up there

The mission editor has the 5000 as the highest value to enter wind, so my assumption is that anything above that is the same speed as what you see for 5000
