Camera: track not working

Have we lost the ability to use Camera: Track in the Controls section? I have my keys set up as below. The Camera: Free F11 works as it always has. That is, as soon as I select the key, my plane flies off while my point of view remains stationary. No matter what key combination I select for Camera:Track though, it will not lock onto my plane regardless of how close it is when I hit the key. Am I missing something else in the Camera setup? It worked well in the past but since the last couple of patches I can't get it to work.
