I recently tried to make smoke come from the chimney of a house following the instructions in the ME manual.  No luck.  I made the house_smoke a linked entry, object linked it to the command:Effect which was targeted by a timer, targeted by the Mission Begin command.  No luck.

Is it broken or a bug?  I did the same for a static fire associated with the house as a work around and that worked fine.

Try raising the effect to the level of the top of the chimney (change the Y setting in the effect properties). Here's a mission that works using the procedure in the manual:
