properties panel stuck

hello folks

My properties panel bar somehow has become stuck at the top of my screen so unable to move it down at all. Cannot set anything now. I found an old thread whereby it was suggested using cascade windows (I am using win7 pro) but that has not worked after resetting pc. Cascade windows is now greyed out, have you experts out there got any other possible ways to fix this? Cannot find anything in prangsters nor the editor manual someone (jimtm?) produced to help me.

appreciate your help Sketch, perhaps you also read that I searched and found a thread that pointed me to cascade windows which didnt help. Possibly the fact that "stuck" is improperly spelt in the thread title you list is why it didnt show up in my search. So I will refrain from any additional sarcasm and just thank you
