How to start the game in a maximized window from command line or shortcut?

My native desktop resolution is 2560x1440 running at 60 hz. I would like to run il2 in windowed mode maximized at 1920x1080.

The only way i can do this currently is to start the game in a 1920x1080 window and then start task manager to right click on the il2 process and choose "maximize". 

Choosing "maximized" from the shortcut properties window does not work. I have also tried the various steam launch options, which do not work either.

 

Is there a way to start the game from either shortcut or preferably command line that will start it in a maximized window?
