The propeller governor will keep the RPM from dropping even as power drops from a too-lean mixture by adjusting the angle of the propeller blades. I watch both, as soon as one drops (sometimes it only drops for a second and then the governor 'picks up') then I enrich the mixture a touch above the power- drop off point. I use that as my cruise setting. For max power I lean the mixture until I don't see any black smoke trailing behind me. That's in planes with fully manual mixture - with American planes as BlitzPig says just set it to the Auto Rich or Auto lean positions you want and call it a day.
