Not sure about 2d, but in VR currently the minimum setting for clouds to appear bearable is High Preset/High Clouds. Anything below and the clouds start to look like a low res pixelated shimmering mess.

 

I would rather fly on Balanced preset to gain FPS but can't do that because of the clouds.

 

Is it possible to modify Balanced and Low presets in a way that they keep the lower visuals for everything except clouds and use same visuals as in the high preset for clouds only? 

 

Or is there any other solution to this?

With high clouds planes disappear when they have a cloud behind, I think that having pixelated planes are less worse than invisible planes.

Probably that deserves another bug report as I don't suppose you mean it's OK this way because there is another bug that is worse.

It's a less critical bug, do we agree? ?

It's subjective. Planes disappearing in front of clouds is annoying but only happens in certain situations. The ugly clouds on Balanced preset are always there and visible ruining the gameplay, shimmering my eyes out. This is worse for me.

 

Edit - but I believe the other one is more critical to you so there is no disagreement.

Imagine you are in combat and the for has clouds behind him, he has a great advantage over you because he disappears. Maybe against the AI is not critical, but it is for MP
