Clouds and their whirling in VR

Does anyone  experience problem of weak animated (whirling) clouds when look in front of the plane? I do. It's very noticeable when the cloud is near and you are little over it. If I put my head on the side with an angle greater than 45 deg the animation is fluid and nice. It is present on every settings, but I keep mine on HIGH and the clouds as well on high. Is it a BUG?

I play in VR only, even never tried on a screen! I also see that "whirling" of clouds, but I think that is on purpose?! They clouds change its shape at the edges, I don't think that is a bug.

Yes, "whirling" is ok, but I mean the animation of it is bugged. whirling in front of a plane looks like bad gif made of 3 pictures. whirling on the sides are OK and fluent. My FPS are mostly 90.

I've found solution, but only with MODS ON, so it's useless in MP mostly...  This mod: 

and I edited some lines like this:

 

clouds_quality=3

clouds_samples=256

effects_samples=1

 

Now cloud looks more stable, but I don't see this ugly animation like 1FPS ;(

 

DEVS, please repair the clouds for us. It's very important thing while you're flying. With actual settings it looks like 10 years old game. It's a pity, because everything else is on much better level.
