Button in Controls to "Open Window"

Under "Open cockpit" there is an option to "open window".

 

Where does this specific action apply vs. opening the canopy?

I depends on the aircraft.   In most it will do nothing but in some it will do what it says ie open a window instead of opening the canopy.  I am not sure if I am mixing up my sims but I know in either this or DCS or CLoD there is a separate command to open the side hatch on the spit as well once the canopy is open and that is done with the 'Open Window' key.
