I purchased il2 deluxe edition and I linked my steam account with Il2 but ingame i have no access to any planes in Bos or the deluxe edition

If you are using VR, start the game in "normal" mode - not the VR version. Link your steam account with IL-2, when you are done start the Vr version of your game.
Should be okay that way.

Welcome to IL*2.

You need to log in to https://il2sturmovik.com/account/ and click on the Activate Key tab. Then click on a green tab next to your purchase.

As BubiHUN says open the game in normal mode and start with the green Enter button to connect online with server to activate recent changes/purchases.

Link your IL*2 game with Steam under Games on the Steam utility and you should be good to go.
