Ship Designation

I'm considering making a practice attack mission upon shipping. What are ships designated as in a Area Attack setup. They aren't air units and they aren't ground units. Does one use the ground units designation?

My guess is to treat them like vehicles and select "Attack Ground Targets".

Water is "ground" as far as the game engine is concerned.
