Tabbing in and out Issues (again) don't come up in Offline Mode, only Online

So, I've got the Tabbing times for the Online Mode down to 5 to 15 Seconds. I have done EVERYTHING to free up my Network Usage, so

 

1. all Online Services of Windows are off
2. Windows and G Data Antivirus turned completely off, including all Firewalls and Defender (Although the Option to run G Data with Settings for Low Performance PCs does the same Job)
3. I went into the Registry and turned off Processor Parking
4. All Energy Management (I'm on an Acer Aspire V3 772G modded to 24GB Ram and 1TB Crucial SSD) is on Maximum, Graphic Settings Low, Swap File to 1024.
5. I deleted my .current and run the Game as Admin
6. Compatibility Mode for Windows Vista and 7 (makes about 5 Seconds Difference)
7. All Drivers up to Date

 

Well, now something interesting Happens: I start up the Game, but it doesn't connect to the Main Server, but the Welcome Screen Tabs in and out in instant. So now I think: Let's try Offline Log In and voila: It WORKS, it Tabs in and out like any other Task, and everything feels normal again. 

 

Trying Online again, and it still takes 15 Seconds every time. And this is what my Graphics Card does: It runs at 15% tabbed out, and Tabbing out and in it goes to 0%.
