'Radio' sound volume not affected by sound volume setting

Brief description: 'Radio' sound volume not affected by sound volume setting, appears to be at 100%

 

Detailed description, conditions:

Today, I tried for the first time the KV mission where you cross the temporary bridge, and someone over the radio gives you instructions every so often.

I play with headphones on, and my in game sound volume setting is at 5% or so, which is plenty loud enough to hear everything clearly.

So the radio messages which were apparently at 100% were pretty unbearable, I had to take the headphones off. Didn't matter so much in a tank, but would matter in a plane because my headtracking clip is glued to the headphones.

I had experienced the same thing earlier when I connected to a server, and thought it was the fault of the server setup, but clearly it's the 'radio' sound volume, which for some reason is decoupled from the overall sound volume.
