Standalone Waiting for Initilization

using standalone only, gets hung on waiting for initialization, frustrating.  Same thing happened on last update and had to a complete reinstall and rebind, whats going on? When closing the launcher it gets hung on "waiting for bacground tasks... and hangs requiring me to go thru the task manager to close.  This isn't a new issue, been like this for at least 6 months if not longer.

I am also getting the "waiting for background task" message and have to close the Launcher out with the task manager. ?
