Can flare duration on the ground be extended?

My squad tried to mark a target using flares for the bombers following behind but it appears that flares go out as soon as they touch the ground, or at least after they have stopped bouncing which may be something else that needs adjusting :-)

 

I know flare guns are not the same as marker flares but surely they would burn on the ground?
