You must have steam installed and running steam vr.  But I don't think you have to buy from steam.

You're fine.  Like tkcamp mentioned, you'll need to install Steam, then install SteamVR in order to use VR.  No need to buy it from Steam.  No need to actually RUN Steam after the initial install actually.  Once you enable your device in the Il-2: BOS settings, SteamVR will automatically start.
