HOTAS Issues on TWCS throttle

Just got IL2 BoK and have been testing it and learning how to fly with my HOTAS setup (t.16000m and the TWCS throttle). The flight stick is recognised but the throttle unit isn't I can't figure out why. Whenever I try and bind a control to the throttle it just binds it to the mouse instead. Does anyone have any advice on methods to potentially fix the issue?

First test the throttle outside of the game, with joy.cpl.

 

Also, are you using TARGET or not?
