That's the "Aiming assist" option to help you aim your machine guns and cannons. You can select aiming assist in your single-player mission Realism screen or a multi-player server admin can select "Course Weapons Aiming Help".

 

From pg. 331 of the mission editor manual, here's a description of how this feature works:

 

Course Weapons Aiming help
 
Displays a small red crosshair and a small red circle to the pilot once the plane is within
½ km from the nearest enemy target. The crosshair indicates where machine gun and
cannon fire will impact. The circle locks on to the nearest enemy target. To hit the
target, the pilot must fly the plane to put the red crosshair over the red circle before
firing machine guns or cannons.
 
The red circle should appear when you are flying toward the target, within 1/2 km.
 
FYI, there is also "Bombing assist" (aka "Aiming help" for MP server admins). From pg. 331 of the editor manual:
 
Aiming help
 
Displays a yellow circle to the pilot that indicates where bombs or rockets will impact.
To hit the target, the pilot must fly the plane to put the yellow circle over the target
before dropping bombs or firing rockets.
 
All the SP Realism screen vs. MP server option differences are listed on pg. 334 of the editor manual.
