Irfanview is a freeware windows app that has been around a very long time and has a very good reputation. It is primarily an image viewer, but you can also use it to convert image formats. Just load screenshot.bmp in Irfanview, select "Save As" in the File menu, and choose jpg as the "Save As" file type.
