I suspect they have their hands full trying to get the next version of the game update out.

It's completely evident that a small team of guys who are likely overworked, stretched thin, a little behind schedule and with very little spare time can please all of the people all of the time... Until then there's the not too small issue of finishing BoK. Myself i'd much rather the team continue and finish BoK before development starts on BoBp. If you're that desperate to let everybody know you pre ordered BoBp here "I pre ordered BoBp" Stick that on your signature until the badges are ready. 1

Yeah, my guess is they are fully focused on finalizing BOK. It's also possible that a 3D artist might be done with the BOK models and started working on Bodenplatte already.
