How should I change the weather settings to fly with heavy clouds all the time?

Have you looked at the weather options in the advanced config?

Yes, I put 60 in it and get light clouds or clear days

Reduce the odds of all of the preceding options.  PWCG orders them from light to heavy weather.  It's a stack that gets cut off at 100.  If the preceding  light weather options still have high values then the larger value for heavy weather won't get recognized.
