Gifting a site purchase to a Steam user

Hi. I wanted to be sure I can do this before purchasing, but can I gift a friend a premium Moscow purchase from the IL2 website to a Steam user who already owns a Stalingrad Steam purchase? I imagine they just need to login to their IL2 website account and redeem the gift?

You have to gift that premium package to his account here.

After he activates it, he will have access to its content when he launches BoX from Steam.

The additional package won´t show up as owned in Steam Library though.
