Multiplayer sand and sea map

Is there no place for a Generic sand and sea, and maybe an island, map to be created purely for multiplayer ? There's lots of appropriate content and skins already in existence, would a basic non historic map be really difficult to build ? I think the first and maybe only user created mod to BoX was a map, so I assume it is possible and if it doesn't involve anything more than some basic geography coastal outlines, filled, or not, with sparse amounts of pretend villages and roads ?
