Wingmen wont attack ground targets

I first started playing il-2 bos a couple of years ago and just got back into it. I remember that to get wingmen to attack ground targets you would just have to tell them to do so using the function keys or telling them to copy your actions, but now when I try doing that they just circle above the targets and never actually attack or drop their bombs. Am I missing something?

left alt + 2 should tell them to attack nearest ground target in default keymap.

left control + 9 tells them to fly in vee formation (works good for to-from target for best gunner fields of fire)

 

..and so on ..takes awhile lookin thru what does what initially
