In very simple terms, it's the the number of Images per second that your computer is generating, think of it as a flip book. Ideally you want to have the same number as the refresh rate of your monitor (or close). Most monitors out there are 60Hz, so getting 60 fps will feel smooth in game. Getting significantly lower or fluctuating wildly will be noticeable on the camera movement. Since you didn't know what the fps counter was im going to assume you dont have a high refresh rate monitor (120Hz, 144Hz etc) which are usually marketed as being for gaming.
