AI circling..not attacking

I am doing a PWCG mission in JU87's. I follow everyone to the target and all they do is circle around then return to base. The they just circle around and do not land.

 

Is this normal when enemy planes are around?

It's hard to answer without viewing the mission.

 

Since the new FM, there are some problems with AI, maybe it's link.
