Maps with all buildings?

How does one create a map with all the buildings/bridges etc?  Need not have military units. Or are there mission templates that do this which I have not spotted?  

 

For sightseeing and film making purposes.  I do not mind how long it takes to load.

Ah - momentary panic, then I see "Import from file"....   thanks. Gambit!  These things always seem trivially simple once you know them, but I often need explanations delivered slowly.

After you do that just save a template for each map.
