Is there some special method to get the BM 13 MRLs to fire in missions. My efforts have be fruitless thusfar. Any insight would be appreciated.

No special method. Like all artillery make sure that they have a line of sight to their area attack MCU. It's best to set the area attack at 1000m above the ground to ensure this.
