Overlay Issues (Steam and Discord)

I ran into a problem wherein the Discord overlay for chat will not be displayed although other users have zero problems with it displaying. During my troubleshooting I discovered that the Steam overlay is also not functioning either. Through my research I have discovered that this can sometimes be related to Launcher issues. Some of my content was purchased through Steam and some of it was direct from the website. My question is.. Do you think I have some sort of Launcher related issue due to my content being from various sources? Thanks.

Are you running Both Discord and Steam As System Administrator
Are you also running il2.exe As Admin/?

Yes sir. I've tried that as well. I've tried running all 3 as SA. Whatever is preventing Discord from working I feel is the same thing preventing Steam overlay... My BoS is the Steam version and my BoM was direct from website without migrating to Steam (although I obviously get the content). I just tried a fresh install (from Steam) and it didnt solve either issue. I'm kind of out of ideas at this point.

Well, I got the Steam overlay working via a Steam setting. Discord overlay still not working even though it works in other games.
