Rework of HE Ammo

Dear Devs,

 

Is it possible for you to rework the  damage model of the  High Explosive Shells ?  

they just deal  to few  damage than they should deal against object with less or no armor.

 

that would be really great and improve specialy the german 20mm guns   (russian have no problem because of  HE and AP  1;1
