Axis control takes over key binding control

Since the last update i have noticed an issue with the axis and key bindings conflicting.

For example, I have zoom set to an axis on my throttle. I also have zoom binding to mouse wheel so I can zoom while in turret and do not have to take my hand off the mouse. No issue before but now when I use the zoom axis, it kinda locks out the key binding. What happens when i try to zoom with mouse wheel after touching zoom axis, the view tries to zoom but keeps moving back to where the axis is sitting. zooms in and out really fast.

I thought it might be sensitivity but was not a problem before update. also recalibrated my axes and are all good and stable. 

The same thing happens with any other commands that I have bound to axis and keys. oil/water rad control, stabilizer adjustment.

The reason I have set to both is so I can fine tune with keys but like to be able to quickly adjust when in battle. 

Has anyone else experienced this? 

I know it is not hardware/calibration issue. 

Sometimes if I let it sit, I regain key control again.
