I have figured out that by just running various missions over and over, it will progress the overall progress bar (The little green bar under the chapter). However, is there any rhyme or reason to which airbases and missions to run to help drive it? And I see some airfields are marked as locked. Any way to know what needs to be completed to unlock them?

Just pick your type of mission to fly and an airfield that is available. As you progress and successfully complete missions, more airfields will open up.
