Go into your launcher and select 'Prefer Web Distribution.' Some ISP's throttle all bit-torrent traffic in a really significant way...

no - it downloaded as usual to about 80% completion at the acceptable rate and is now down to 0.0 - 0.1 kb/s

 

this has not happened before so I'm at a loss here

Exactly the same thing happened to me a couple of days ago after doing an update and refresh.  It turned out that this entire portion of the new startup.ini was missing from the bottom of the file:

 

[KEY = updater]
 enable_udp = 0
 language = "eng"
 locales = "rus,eng,ger,spa,fra,pol"
 p2p_port = 6881
 seed = 0
 web_distribution = 1
[END]

 

Pasting that in and restarting sped things up again.  Hope it helps for you too.
