Radeon Relive recorder overlay causes HUGE FPS drop and stuttering in windowed mode

Hi guys,

Ever since DX11 2.006 update I can no longer use Fullscreen as freesync isn't working properly anymore I get huge tearing mostly at the front of the plane in cockpit view so I am forced to use windowed mode.

Now next I'll get to the issue for this report.

When recording in windowed mode and bringing up the overlay for Relive (AMD's version of Shadowplay recorder) which is by default (ALT-Z) the frame drops from 144fps to 10fps and the game stutters like crazy.

This doesn't happen when recording windowed in any other game just IL-2 BOS.

The issue doesn't happen when in fullscreen but I can't use it as the tearing is just so bad in fullscreen since the DX11 2.006 update.

I contacted AMD regarding this issue and they said to first let you guys know about it and then report it to AMD as I brought it up on another issue.

Below is a video of the  overlay issue in borderless mode, it clearly shows the difference in performance when the overlay is brought up while recording, another thing is the overlay will only show up after I start recording in windowed mode. This is not the case in fullscreen mode, the overlay does come up even before I start recording.
