Dead Zones?

For some reason I can not get a set 'Dead Zone' in the controls settings to stick.  I can get curves to stay were I put them but the dead zones disapear.  I'm hitting the accept button.  This is for Axis pitch and yaw and bank.

 

I'm using a Cougar HOTAS.
