Ever since the DX11 Patch my Mouse Movement is Delayed by around 0.5 seconds and it actually is more annoying than it sounds. Any way to solve it?

input lag by the sound of it..

should not be happening on default graphics settings unless there is a hardware issue.
What GPU & CPU do you have.

ohh so you are on a laptop.

Have you tried to lower pre-rendered frame in nvidia control panel (specially with a weak cpu it will help)

Make sure the laptop is properly and only using the GTX850m and not the integrated gpu.
Also the video card has atleast 3gb total Vram (even if some of that is shared from ram)
Also the laptops power profile is on max performance and that you are plugged into the wall (on battery your cpu will not run 3.2ghz unless you mess with power settings a lot)

I'm all on Max Power and Performance pretty much everywhere. Disabling Triple Buffer and Pre-Rendered Frames to 1 helped somewhat.

Menus fps are capped to 60 and it feel little sluggish.

if your FPS is showing 60 in the menu and like 110 in the map screen but still sluggish this sound like other major issues (maybe virus or HDD issues)

If the fps was causing the stutter it would show it.
