Can't activate BOS on Steam after purchasing years ago?

I pre-ordered BOS a long time ago and would like to activate this game on Steam so I found these instructions (https://forum.il2sturmovik.com/topic/24510-how-get-bom-steam/) but the link they give doesn't work anymore and the GET BOM STEAM KEY option doesn't exist in account settings anymore.  Is it not possible to activate this game on Steam anymore?  I know you can buy it on Steam but for those who pre-ordered it I guess it's not possible?

I pre-ordered BoS years ago too and I transfered my BoS key on Steam few monthes ago

It worked well following the instructions.

if the option is not in your account that usually mean that you did NOT pre-order
