Game won't start after nwe patch 2,006

Ok, my friend after download and install new patch can't start up game cause few moments later he's have a this error code " Can not create Direct 3DDevice: If you are are running windows 7 it needs to be at least build 7601 also please make sure platform update KB2670838 is installed E_NOINTERFACE"

 

His hardware

 

CPU AMD A8 7650K

GPU GTX 960

RAM 2x8GB ddr3

Mainboard Asrock fm2a88x extreme 4+

I have the exact same issue. I downloaded platform update for window 7 and it takes forever.
