Bases? We Doan Need No Stinkin' Bases! (Well, actually we do)

I don't seem to be able to find any bases to launch missions from.  Was a ceasefire called?  Are all my deaths finally catching up to me?

I have that as well some times. It's a bug (I think).

Restart the sim and it's all right again.
