i was wondering. i have BOS & BOM on steam but if i pre order BOK will it allow me to have the early access privileges within steam?

It's all the same account. So yes, if you buy something off the il2sturmovik.com website you can use it with your steam version.

 

For example; if you buy the Yak-1b on this website and then boot up the game via Steam, the plane will be flyable there.
